The english explanation to the game rules are up. You can find the link to the game rules on the left column. I did my best to make it easy to understand, though I feel i'm missing something!
If anyone notices what is missing, please leave me a comment to tell me!
By the way, Game Rules Part 4 will be an FAQ section for all game rules. In order to have an FAQ section, i need some questions to answer. So feel free to toss some my way!
